A COPS THOUGHTS: Bleeding Billboard

I agree, if they would save lives, then they should be everywhere. My only question would be, do they work? Does the image of the bleeding face in the rain cause the desired effect of more cautious driving in the rain, or does the billboard distract the drivers as they gaze upon the young boys bleeding face? At first impression I thing the later is the more likely result.
